Lord Tunnicliffe Announces "Operation Kipling" in Lanzhou

Hong Kong-- Today, Lord Tunnicliffe, current Chinese head-of-state, announced Operation Kipling: a defensive plan to protect its western province of Lanzhou. When asked what the plan entailed, Tunnicliffe replied: "We aren't using this as an offensive weapon, yet, however, it is a plan that will keep our borders intact. Our government does not wish for war with the Indian provinces, we only mean to secure or borders; however, further intrusions upon Chinese land will be taken as hostile. Again, we don't want war, but will not hesitate if the need arises." Tunnicliffe had no further comment.
